I just solved the problem by programming the remote that came with the DVR/cable box. The TV is now back on Channel 3 and all the cable channels are available. And I did have the TV and the DVR plugged into a surge protector.

Sounds like something in the tuner got zapped when there was a power surge. A surge protector could have saved it from that.
If that is an older TV, it isn't worth repairing. That, usually, costs more than a new set.
You might be able to get a used one in a thrift store for a few bucks. In Hemet, I advise Angel View.
