You can make concrete or mortar mix in any moldable form you wish by the amount of water you use, unless you are trying to make it like clay.  You can form mortar around a wire frame and then coat with Rockite like a thick paint, which sets in about 15 minutes and gives the mix strength as well as making it water proof by sealing the pores.  As for hypertufa, that is a new one I will have to Google.

I'd like to add some free-form critters to the pots I am making. Is there something I can add to cement to make it moldable? Is there another powdered product that adapts to that sort of integrity with the hypertufa compound?
