http://www.freecycle.org lets people offer items (to give away) or request items they need. There are groups for many areas in the US and elsewhere. Groups have mailing lists to offer and request items.
Towns etc. that take items for recycling may have paint available cheap or free. Some take a lot of partial cans of white and off-white paint, and mix all the paint together, so you can get a large amount of paint that is all the same color.
