Only my take on this, but I think he was using the word broadly. Sad that some would take such a statement to task for this. As it is sometimes said, no good deed goes unpunished. :-)

Al Gore never claimed to "invent" the internet. I believe his claim was to help create the internet commercially via legislation. 

...but hey someone stated that he "invented it" in some sort of mass Forward email, so it must be true.  BTW, there is a friend in Nigeria who needs us to send them some money.
