This appears to be an outside will that has been constructed without any batting strips.  These gaps must be sealed or they will allow moisture to enter and become trapped which will contribute to rot and mold.  As it is now moisture has a way to escape and evaporate but once you install insulation you will have created a trap.  Single wall construction is never a good option when a wall is to be finished on the interior.  Sealing at just the lower level of the room will only allow water and moisture from the upper lever to drain down and still create future problems.  I would suggest batting these joints starting at the top and working down as a minimum treatment before attempting any further work on the interior.

I know this is not what you wanted to hear but if you don't seal these against the weather you or a future owner are sure to regret it later on.
