A check valve would be used to prevent any back flow of water.....
I suspect the recirculation unit is not providing enough pressure to
open the check valve.....Therefore there is no recirculation at all and
the "wait" for hot water......120F on both elements is sufficient for normal
household use.....140F is a waste of money.....Pumps
