Even if you don't use it someone might so it must be reversible. Rigid styrene foam (often pink or blue) can be easily cut for a tight fit. I can then be painted with black (or other suitable color). Watch to see if squirrels or anything tries to get in the foam will be very visible. There is also an inflatable balloon that can be placed in the flue above the damper. When inflated it will seal the opening and reduce heat loss.
