wow. I must be showing my age but at one time, it was very routine to repair circuit boards. You can still
go to places like Radio Shack and replace resistors, capacitors, blank breadboards etc.
Many Ham radio operators still do their own circuit board repair. If you search your local area for electronics repair,
most of them can do circuit board repairs.

I've never heard of a circuit board being repaired. The board is likely covered with dozens of very small, intricate printed circuits and unless youre experienced with design and building of circuit boards, repairing them is a very unlikely opption.
