Not sure why it didn't work in Firefox for you. I have popup windows blocked and it still works. Maybe try running it and click on Tools, Web Developer, Error Console. It may give you some idea of what it wrong. I don't think there are any errors on the scripting that would stop it from running in Firefox. Firefox is what I tested it on.
It definitely won't work in IE. IE is a non standard browser for HTML and Javascript. I looked into working around the differences but it didn't seem worth it.
I just created a new version. Instead of all the states exposed, they are hidden. You choose the State from a dropdown list and that state is the only one exposed. Its a lot less cluttered.
I'm surprised at how many platforms it worked on. It seemed it even worked on cell phones with Internet access. It even worked on Macs. It just uses generic Javascript and HTML.
