It's possible you have an older version of browser that doesn't support the fixed position parameter for the control box. If in the top left hand corner of the page there is a doubled blotch of text, it might be around California and Washington, then the problem is your browser. The control box is supposed to stay fixed in the top right side of the browser. In IE it goes the left top corner, IE doesn't support the fixed position either. You can't read the control box very well there but you may be able to set the check boxes if you can see them.
If that is the problem then you might try upgrading your browser to a newer version.
