There is a system available where the exhausted air warms or cools the fresh air coming in. I feel there is something else besides efficiency that is driving all of these federal mandates. Sorry if I might ruffle some feathers, but the fed's are stepping way out of their intended realm of purpose. They can mandate and be damned for my money.
