Glue is not permanent because you are adhering to the plaster which in itself is adhering to the concrete and will eventually loose it's grip.
Mechanical anchors are the way to go.  I suggest using plastic anchors and screws.  You drill a hole in the concrete with a masonry drill bit and a hammer drill, then insert the anchor in the hole (flush with the ceiling).  Next screw the foot to the ceiling with the screw into the plastic anchor securely.  This is a handyman project for sure.

Possibly I could drill into the ceiling in front of the foot, and install some sort of new anchor. Or maybe use some material just thick enough to fit above the rod, if there is a type of glue that would hold.
