yes.  the paint keeps most of the weather and insects from getting to the wood.  The natural cedar would still repel any insects that make it through the paint.

We're replacing our 8-year old front steps, which were made of (poorly) painted pine.  Cedar would have lasted a lot longer; even the pine would have lasted longer if it had been properly dried and painted with porch paint that included primer--which we will do.  W're even putting a roof over it for extra protection (and so we can get from car to house without getting wet).  It rains over 150" a year here, extreme conditions!

If you were to apply paint to cedar would it completely cancel out those properties or add strength to it? 

I'm trying to figure out if there is any benefit to painting it....or if you were to paint it would you might as well be using an untreated pine or any other cheaper lumber.
