When rodents start a colony under a concrete floor, we close up all visible entrance holes with dirt but the one hole we use to run a hose into from
the car exhaust (diesel is great) or riding lawnmower and pump in the exhaust until you see it seeping out of the plugged holes.
A nice Jack Russell or Rat Terrier are also excellent mousers.
