stuff old newspaper in the holes and then add expanding foam to nearly fill the void. allow to dry and cure. trim excess with a hacksaw blade. pour a thin layer of concrete (2" minimum) to level off the top. if concrete block wall is exposed on the outside, you may need 'sonolite' granules to insulate the voids before sealing the top layer of block: sonolite is used in commercial buildings for just this pupose if blocks weren't filled during construction.

Very busy garage so I dont want things falling in and as a way to insulate.
And then to cover with concrete

But I would need to buy atleast 10 bags at 3$ a piece. Is it possible o fill these holes partially with rock and then sand to save on price, I have rock from landscaping. DH says the sand will still fall, I say it cant settle anymore than the space of the rocks.
