There's a commercial grade aerosol bomb that car dealers use to get rid of cigarette smoke in cars before reselling them.

 

It works VERY well and gets rid of 99.9% of any smell (maybe even 100%).  If you contact a local

used car dealer, they can probably get you in touch with whoever they subcontract out to see if you

can buy a can.  Our daughters used car had a smoker for a previous owner and they forgot to bomb it

before they sold it to her.  They setup an appointment to drop the car off and they bombed the inside and let it set

for a couple of hours before airing the car out.  When she got the car back, we couldn't even smell a whiff of

smoke.  The interior smelled completely neutral and has been ever since (about 6 months).

 

Place the chair in a small room, close off all the windows and bomb the heck out of the chair.

 

Problem solved.

Upholstery Shampoo, and lots of clear water rinse with lots of wet-vac?
