Houston is zoned by money.  The more expensive the land value, the more likely that it won't have any undesirable development in the area. I think it is an exaggeration to say that unsafe areas exist one block over from River Oaks, the most exclusive area in Houston.

I seem to recall that Houston had either very lax or no zoning.  The company I worked for was out on Westhiemer and for years they were assembling and testing high explosive perforating charges right in the midst of a residential district.  You can build a development of 300,000 dollar homes and someone else can come in and but in a salvage yard right next door.  That is exactly why I called it a hodge-podge.  The city made no rhyme nor reason.

Houston is a bit funny in that you can be on one street (say in River Oaks or the Heights) admiring the beautiful area and then go one block over and suddenly feel very unsafe.
