Try going to the control panel (click start, then control panel) and select category "clock, language, and region link".
Click region and you will get a drop down box to select USA.

You need to offer up more detail on what happened or what was done to the computer.
It looks like that program is suppose to wipe (delete/clear/clean) the drive(s). If your son's friend wiped the entire drive and then re-installed the operating system then perhaps he either installed a Portuguese version of Windows/Linux/etc. or installed it with that language pack instead of English.
