A water heater under the sink is what I did at one place I was at. Worked great. Of course, Jan, you spent $$$$ and frustration with a recirculating system to solve this problem. My sympathy goes out to you.

I was reviewing some of your photos of the water connections, and feel sure you are fighting a back flow condition, However for less than $300 for the heater and probably no more than $150 installation you could put a point of use HW heater under the sink and be done with the problem for good.
