Sounds similar to experiences we've had with contractors that are on the list at a home improvement type store. They can get overwhelmed with requests for estimates. Let's hope things go more smoothly once the work is scheduled. If they want a % down on the labor/materials use a credit card to make that payment. If things go wrong and you don't get what you paid for, you have the option to file a credit card charge back.

Update.
The no call/no show contractor finally *did* call, and *did* show up. He
looked everything over, and as I suspected the post holes will have to be
dug by hand because of the proximity to a gas line. That's going to cost
more, but I expected that. He's also thinking it's probably a one day job,
which may make up for the labor cost. I've been anticipating two days. He's
going to get back to me with an estimate.
I've already purchased the fence and am just waiting for its arrival. I
could have purchased the sac-rete, but was unsure of how much would be
needed.
So we'll see what happens. Can't do much of anything until the fence
arrives. I have no problem paying a portion of the job in advance, as a
sort of 'retainer' I guess. Final payment would be at the satisfactory
completion of the job.
BTW the second contractor that I called this afternoon has still not
returned my call.
