Thank You, but poor boys have poor ways and this just happens to be how I found to get around a similar problem. I hate mixing and working with concrete so the dry mix solution for areas that have light traffic like steps and small flag stone patios worked fine.

One poor boy method of better stabilizing the base is to dry mix Portland cement with the sand that is being used for the base, don't skimp on the Portland. Several inches of this dry mix will draw enough moisture to set into a stable base, but you must make it thick enough to extend below the surrounding soil or it too will wash out as well. Set your blocks and tiles into the dry mix just as you would have on a sand base alone. One word or caution is to get everything mixed and set the first day or you may come back later to find an unworkable block of porous concrete. You can also use several lengths of re-bar or angle iron (old bed rails work fine as well) to help give strength to the base.
