Hi John;

You might try just replacing the chain (handle to flap valve)
with a rod (hinged at ends) so that you can use the handle to
reclose the valve, at any point of the flush. For a tiny flush,
just slightly open then close it. For a full flush, fully open it,
and it should act just like a flush with the chain. You would
have the option of closing it at any time between, by simply
flicking the handle upward, and letting suction do the rest.
